service/dap: make handlesMap generic (#3798) 
The oldest version of Go we compile with is 1.20 at this point, we can
thus make use of generic type parameters and the handlesMap support
type in service/dap is improved by them.

Delve is a debugger for the Go programming language. The goal of the project is to provide a simple, full featured debugging tool for Go. Delve should be easy to invoke and easy to use.
